Depending on the city where you previously studied, and the degree you obtained, the type of residence permit application you should make as a transfer student changes.
Below we listed some categories. Please read the one you fit in and take necessary actions.

Permit applications with missing documents are not accepted. Please make sure that you double-check your documents with the list of required documents. All photocopies should be taken separately to A4 size papers. Having a missing document will cause you to wait until next month’s document submission day. If your visa or permission to stay without a visa period expires, this delay may result in a fine that you will need to pay. So, this is very important to make sure your documents are complete.
You graduated from a Turkish University and starting a new degree at KU
Those students who graduated from a Turkish university (regardless of the city) and starting an upper degree at KU, i.e. graduated from MSc. and starting a Ph.D. program, must apply for a new residence permit. This rule does not change even if the student has a valid residence permit. It is because the previous university gives the list of graduates to the immigration authorities, and the student residence permits of those graduates get canceled according to their gradıation date. Officially, those students have 10 days to depart from Turkey or apply for a residence permit for job-seeking purposes.

This new application, if possible, must be made within 10 days from exiting the former university to avoid penalties.

If you cannot make a new permit application within 10 days, you must attach a letter of excuse with supporting official documents to your application file. The letter must be in Turkish. If you need any support to write the letter, you can email us.

Example: If your passport validity date was not enough to extend your residence permit and you could not renew your passport due to the pandemic, you should explain this and attach an official document or announcement stating that the consulate of your country in Istanbul was close due to COVID-19.

If your residence permit is still valid and the Immigration Directorate accepts your excuse, you will be asked to pay a fine for violating your permit period. The fine amount is 698.5 ₺ (around 79 €) for 2020 and subject to change.

If your excuse is rejected, you will need to depart from and re-enter Turkey to apply for a new residence permit. On your departure, you will be asked to pay a fine for violating your permit period. If you do not pay it on the spot, you cannot re-enter Turkey.

If you could not make a new application within 3 months after your graduation, no application is allowed. The student must leave Turkey and come back.

If those students depart from and re-enter Turkey with a new visa after their graduation within 10 days, they can make a new residence permit within their visa period without any fines.

First Time SRP Application
You did not graduate, and you are transferring your degree to KU
If you canceled your studies at your previous university and transferring your degree to KU, i.e. used to study bachelor’s degree and will continue in an undergraduate degree at KU, you do not have to apply for a residence permit again. Your data registered at the Immigration Directorate should be updated. In this case, you must provide the below-listed documents within 20 days from registration to our office. In this situation, you do not apply for a new residence permit until the current one expires.

Please note: Due to the pandemic and the regulations on visits to government offices, we have only one day in a month to accept documents. The date and time for each month are announced on our Instagram account, KU Daily, and our WhatsApp group. For those who will submit their application documents to us, we created a special temporary WhatsApp group. Please join the group to have direct, instant communication. Missing the document submission day of the month will mean that you have to wait until the next submission date (next month). Please avoid this since you have a limited time to bring the following documents.

  1. Photocopy of residence permit (both sides)
  2. Photocopy of passport (ID and last entry stamp pages)
  3. De-registration, exit document from the previous university
  4. KU Student Enrollment Certificate (Ogrenci Belgesi)
    • You may collect your Enrollment Verification from the e-Devlet (e-Government) platform. Please click here to learn how to do so.
    • Student Enrollment Certificate must be in Turkish. You can request it also through the KUSIS system and collect it from the Registrar’s Office (click here to watch how to do it).
      • In the COVID-19 Period: The Registrar’s Office will issue a Student Enrollment Certificate for you, but you will not collect it. The ICO will pick all the enrollment certificates up at once.
      • Important: You should mention on your request that the enrollment certificate is for your residence permit application. The Registrar’s Office will keep the original versions and hand all certificates to us at once.

You are graduated from KU, and you are starting a new degree at KU
If you are graduated from KU and starting a new degree at KU, i.e. graduated with a Bachelor’s from KU and starting an MSc. at KU, you do not have to renew your residence permit if it is still valid.
